I know I've seen a photo of that boulder with the entire side painted with a face or something, but I can't locate one online now.
Is it this rock? Not sure who thinks it's a good idea to do this...

Reminds me of the Dolores, but I can't picture what WSA that could be.

Getting close. It is not the Dolores River. Close to I-70, very popular whitewater rafting run below. The canyon in view is a southerly drainage to the popular whitewater run.
 
Within a Wilderness Study Area:
The colors and crossbeds of the Navajo sandstone should give it away. Guidebook trivia:
"I found I stumbled onto a real gem"
