Not Whale Rock. As far as I know, this rock isn't named, but it sees a fair amount of traffic (though less than Island in the Sky).

Close enough. It's about 17 miles south of there, closer to the Needles Overlook. Both are part of the Canyon Rims Recreation Area, which is the answer I was looking for. This rock is right along the Needles Overlook Rd, so I'm sure that a number of BP members have driven by this spot.
