There is a news article today about a new development near the mouth of Parunuweap Canyon. Previously, this land was part of Trees Ranch between the southern edge of Zion NP and the northern edge of the Canaan Mountain Wilderness. Per the news article, the planned development would include a resort for up to 350 nightly guests, up to 25 private homes, a swimming pool, a spa, and a horse center. As many as 1960.67 acres could be developed when all is said and done. From a conservation standpoint, I can't say that I'm happy about this.

I also wonder what this means for the closure of lower Parunuweap Canyon, which is designated as a Research Natural Area into which entry is forbidden without special permission from the NPS. In the past, Trees Ranch served as a buffer zone that precluded access to the mouth of Parunuweap Canyon, but it's easy to see how resort guests would wander into the canyon as a reprieve from the crowds of Zion Canyon; the NPS doesn't really publicize the existence of its RNAs or make it easy to figure out their exact boundaries.
 
If its private land, not much you can say if they meet all requirements....they can build.

One part that bothered me was that the county had to approve a zoning change to allow this new development. There's been a lot of development near Zion NP in recent years, particularly along the access road into Zion Canyon, and the infrastructure in Zion Canyon and Springdale hasn't been able to keep up. One afternoon during the Christmas holidays, there was a line of cars almost a mile long at the main entrance to Zion.

As for the RNA, I don't want Parunuweap to become a de facto private canyon on public land. To my knowledge, the NPS doesn't actively enforce its RNA boundaries (which isn't surprising, given staffing and financial constraints). The developer calls itself Parunuweap Canyon LLC, and it's easy to see how it would market its namesake Parunuweap Canyon as a way for its customers to escape the massive crowds of the main canyon. If it's closed for regular people, it should remain closed to resort guests as well.
 
Paranuweep is hard to access either way past Labrinyth Falls.... you either rappel or climb up in the falls. East of the falls is not RNA. West of the falls is nice but not like the east side. Is Trees Ranch the same as the Shune Ranch ? The Shune Ranch property blocks the access to the canyon mouth. They wont give access, thats one reason why its a RNA in that part. With a RNA, that land is defacto private...only accessable by those to get a special "study" permit. That part was closed to preserve and study some fish. Its been a RNA as long as I can remember and that is a while..... BS

The county can approve a zone change if it falls within the ordinances...even with public dissapproval. We have been fighting that battle here in Island Park and have been winning because they ordinance change bypasses too much. I suspect the Greenie Organizations have been involved down there heavily, if they coulkdnt stop it the ordinance change is probably legal. It would be up to the people to get the Planning/zoning ordinances changed when they are updated.
