There are no trails I know of on this side of the range, but there are dirt roads. If you're staying in Henderson or the further east side, on E Lake Mead Pkwy just outside of the NRA entrance there is a TH for a system of paved trails with nice views. Also Bootlegger Canyon has plenty of dirt...

I've seen plenty of them out n' about. Came across a desert tortoise graveyard a while back as well. must have been 3 or 4 or shells in various stages of breaking apart.

It has been a windy, rainy, cold start to the year so far. Makes for some GREAT visuals, but hiking is a mixed bag depending on exposure, although I was fortunate enough that there was plenty of sheltered hiking this day. I ran the dirt roads til I found just the right spot to start wandering...

It was actually very comfy, even with that one leg hiked up. At my back the rock was flat and reclined at just the right angle, and my butt was on nice sandy ground.

I am not exactly sure. I would say car camping allowed where you can find it unless specifically posted other wise, although sites are spares it seemed, not a lot of pull outs on the dirt roads.

I want to drive mom thru here this summer, but wonder how bad the road really is (or isn't...). Extended slow crawling and bouncing/swaying are deal breakers I hope are not present. What is FR 123 really like ?

We have had some decent rains recently, but not aware of the bloom status this year, whether or not its good, bad, or neutral. Its probably a month early, or maybe 2, for the best chance of catching blooming flowers.

I have no idea on the water quality out of the Colorado there below the dam. I would think as long as you filter your a-OK, can't imagine its so bad that filtering or boiling wouldn't be enough. We drink it here in Vegas. If you ever make it you won't be disappointed.
