1. call the Escalante VC for up to date. I got a Honda Civic down Silver Falls TH road in April 2014 or 2015. I'd expect to rarely have any issue with my Forester now. But I wouldn't count on it being front wheel driveable w/o decent clearance. Last couple miles of Harris access drop with some lumpy areas difficult for low clearance. A little bit of greasy snow could make life miserable for front wheel drive. Rethink for a pavement start if threatening Wx.
2. Harris has a flow. Choprock has some flow, I understand, downstream of S Fk jct. Locals could tell you about silt for this time of year on the river.
3. No cordage needed....I suggest you purchase Canyoneering 3 Steve Allen.
4. Walk to Golden Cathedral for rock art. C3 Allen describes great exits/entries and other things of interest like sandslides, fun sandstone dome scrambles, and tight narrows (Red Breaks for example). Great area to spend lots of time
