What’s the best way to reduce the file size of a pano shot suitable for BCP?

Resize in your photo editor (Lightroom, Photoshop, etc.). It can't exceed 16 MP (4k x 4k pixels).

Should I just reduce the resolution? I worry about making an already narrow picture even narrower.

That's a problem with panos. I like to host mine externally or upload them to the back end here. If you want to email me the file, I can upload it through the back door and send you back the code to add it to your post. nick@backcountrypost.com
