Spoke with a Sam Wislow in the Ashley National Forest office - He has a crew that hikes the Highline Trail. Latest news as of 7/15/19 is that snow is all but gone below 11,000 ft., above still snowpack. He estimates that by August 1, the trail should be clear save for passes higher than 12,000 ft., and advises snow/ice cleats to deal with steep descents on passes like Anderson. Mosquitoes, however, are plentiful due to wet conditions.
