Best news is that if you fail to use a campsite and fail to notify them about it, you won't be allowed to make future reservations until you resolve the issue. This should help!

I'd make it even stricter to be honest. Three strikes before you're out seems too lenient. Permit-squatting annoys me to no end, especially in a madhouse like California, where so many 'good' destinations/campgrounds get snapped up so quickly.
