I'm planning a trip next year to central Utah next year (yeah... I know it's hard to believe but I'm ready for a break from southern Utah) One of the spots in particular I want to visit is Cathedral Valley and was wondering whether late March or mid-October would be better in terms of snow, water crossings, etc.

Weather dependent I would say. We visited one dry mid-October in our Tacoma with only a shallow crossing. Thunderstorms might be a factor then. Never been in March, but I'm guessing snowmelt in the mountains might play into that time frame. I think the advice was to do the crossing first, to make sure it's a go.
