coincidentally I was just looking at this exact issue and I would give very high odds that it's reasonable to work down to the DD from 38.153, -110.40. I didn't see anywhere closer to Happy C that looked likely.
the Swell last weekend (April 12-14) was a bit warm. minor cedar gnats and a handful of mosquitoes in Cottonwood Wash in the 5000-6500' range. plenty of water is available at the moment. LOTS of mosquito larvae in the larger potholes so the canyon bottoms might be buggy soon.

I've driven the Flint Trail switchbacks just hours after a light rain/snow storm and it was fine. But I've also gotten stopped cold by a very deep puddle on the maze road well north of Hans Flat. This was a number of years ago, perhaps they've improved drainage there since then.
