Salt Creek & Bear Box

Hello

I will planning to make a backpacking in South Needles, I know I must to have a permit and a Bear Box.
But where I can buy this? its expensive? Maybe in Moab? If I dont have the rangers didnt give the permit?

I will sleep maybe at C4 in Salt Creek, washable/reusable toilet system or human waste disposal bag is required ? I think is not required for this area?
